Some of the Reasons Why Office Outlook
May Not Start
Corrupt Outlook Profile
Cause
The profile (.pst or .ost file) may be corrupted, and may have to
be deleted and re-created.
Resolution

No Data Connection
Cause
There is no Internet or Local Area Network connection.
Resolution
You can test your connection using Telnet. For more information
about how to use Telnet to test communications, see
Antivirus Software
Cause
Antivirus scanning is active. Your antivirus software may lock you
out of Outlook if it determines the program has become infected with malicious
software.
Resolution
For information about your antivirus software and why it may
prevent Outlook 2007 or Outlook 2003 from starting, review your antivirus
software user help.
Locked Office Outlook Files
Cause
The Outlook executable file (Outlook.exe) or the Outlook .pst or
.ost file is locked.
Resolution
Check the properties for these files, and verify that they are not
read only.
The default location for the .pst and .ost files is: C:\Users\<User_name>\AppData\Local\Microsoft\Outlook\.
The default location for the Outlook.exe file is: C:\Program
Files\Microsoft Office\Office12\.

Third-Party Add-Ins Keep Office Outlook From Starting
Cause
Third-party add-ins are causing problems that are keeping Outlook
from starting.
Resolution
To test whether this is the problem, follow these steps to start
Outlook in safe mode.
To start Office Outlook in safe mode
1.
Click the Start menu, click All Programs, click
Accessories, and then click Run.
2.
Type Outlook in the text
box, and then click OK.
If an add-in is causing the problem, you are prompted to disable
the add-in.
Corrupt Office Outlook Program Files After an Upgrade
Cause
If Outlook was upgraded from an earlier version, some program
files may have become corrupted.
Resolution
If the files in this list are present, they can be safely deleted
or renamed. Outlook will re-create all files except Outcmd.dat without loss of
data or settings. Outcmd.dat saves customized toolbar settings, and these will
have to be reapplied.
- Extend.dat – Located in C:\Documents and Settings\<username>\Local Settings\Application Data\Microsoft\Outlook\.
- Frmcache.dat – Located in C:\Documents and Settings\<username>\Application Data\Microsoft\Forms\.
- Views.dat – Located in C:\Documents and Settings\<username>\Application Data\Microsoft\Outlook\.
- Outcmd.dat – Located in C:\Documents and Settings\<username>\Application Data\Microsoft\Outlook\.

Outlook Setup Add-In on Dell Laptops
Cause
On Dell portable computers that have MediaDirect, the Outlook
setup add-in Cyberlink slows down Outlook and turns all meeting requests into
recurring meeting requests.
Resolution
The Cyberlink add-in has to be uninstalled.
To remove the MediaDirect Cyberlink add-in
1.
Open
Office Outlook 2007 or Outlook 2003.
2.
On the Tools menu, click Trust Center,
and then click Add-ins.
3.
In the Manage list, select COM Add-ins, and
then click OK.
4.
Clear the check box for the
Cyberlink add-in, and then close the dialog box.
MSVCR80.dll Missing Messages
Cause
These error messages are common with software installed by
original equipment manufacturers and are caused by an add-in. The add-in puts
an Outlook.exe manifest file in the Outlook.exe installation folder, which
overwrites the Outlook executable and causes the installer for the add-in to
run.
Resolution
You should contact the manufacturer of your equipment for
resolution of this issue. You may be required to re-install
Office Outlook 2007 or Outlook 2003 to resolve this issue.
Unregistered Office Outlook Files
Cause
Two important Outlook files have been incorrectly registered.
Resolution
Use the following procedure to fix this problem.
To repair unregistered Office Outlook files
1.
Click Start, click All Programs, click Accessories, and
then click Run.
2.
Type regsvr32 OLE32.DLL
in the Run box, and then click OK.
3.
When you see a message stating
that the command was successful, click OK.
4.
Click Start, click All Programs, click Accessories, and
then click Run.
5.
Type regsvr32 INETCOMM.DLL
in the Run box, and then click OK.
6.
When you see a message stating
that the command was successful, click OK.
Issues With a Cisco VPN Client
Cause
This can occur when you have a computer that is running the 64-bit
edition of Windows Vista Ultimate with a new installation of Outlook and
settings that were transferred from a computer running Windows XP.
Resolution
To correct this problem, Cisco recommends upgrading to a Cisco
AnyConnect Client.
Note

Because the settings were
transferred from Windows XP, they are located in the Control Panel in
the 32-bit program folder.

Interference From Third-Party PDA Software
Cause
Third-party personal-digital-assistant software (Palm, Blackberry,
etc.) is interfering with Office Outlook 2007 or Outlook 2003.
Resolution
To resolve issues with third-party software, ask your service
administrator for assistance, and see the user help for your third-party
software.
Office Outlook Starts But Will Not
Connect
Symptoms
When you try to connect Office Outlook 2007 or Outlook
2003 to Exchange Server, you may experience any of the following symptoms:
- If your Outlook profile has been
automatically configured, you may receive the following error message:
The action cannot be completed. The connection to the Microsoft Exchange Server is unavailable. Your network adapter does not have a default gateway. - If your Outlook profile has been
manually configured, you may receive the following error message:
Your Microsoft Exchange Server is unavailable.
For example, this error may occur when you have an existing profile that was previously connected to an Exchange Server, and then you lose the setting for your default gateway. In this scenario, if you click Check Name in the E-mail Accounts dialog box to verify your settings, you may receive the following error message:
Outlook cannot log on. Verify that you are connected to the network and are using the correct server and mailbox name. The connection to the Microsoft Exchange Server is unavailable. Your network adapter does not have a default gateway.
Cause
This problem may occur if the computer with the Office Outlook
client does not have a default gateway configured.
Resolution
To resolve issues with default gateway configuration, follow this
procedure: The default gateway is not configured.

this procedure requires modifying the system registry using Registry Editor
(regedit). If you use regedit incorrectly, you may cause serious problems
that may result in the loss of data and may require that you reinstall the
operating system. Microsoft cannot guarantee that you can solve problems
that result from using Registry Editor incorrectly. Use Registry Editor at
your own risk. If you are unfamiliar with making changes to your computer’s
registry, ask your service administrator or other computer professional to
help avoid problems.
